Free to Think, is an annual report by Scholars at Risk’s Academic Freedom Monitoring Project. The report explores concerning trends in attacks on higher education communities around the world with the aims of raising awareness and urging diverse state and non-state stakeholders to join us in protecting and promoting academic freedom.


Executive Summary

Around the world, scholars and university students face frequent and pervasive attacks on their academic freedom and the autonomy of the institutions where they work. They occur in closed, authoritarian societies, where dissent is viewed as destabilizing and the right to think and speak freely is routinely oppressed; and in situations of armed conflict and political crisis, where particular forms of higher education may come under attack...
